The SPRNCA Memorandum of Understanding for Cooperative Monitoring and Management was designed to help the Partners in Adaptive Management — the U.S. Bureau of Land Management, Fort Huachuca, the City of Sierra Vista, and the County of Cochise — achieve shared goals to ensure the following:
- A healthy San Pedro River and ecologically viable SPRNCA
- Long-term water supplies to meet the needs of area residents
- Opportunities for continued economic growth and development
- A safe and adequate water supply for Fort Huachuca and compliance with obligations under the Endangered Species Act.
